Had to pay bribe to get tenant verification done

I had rented a flat and as per the law went to chattursinghi police station to submit the tenant verification form. The incharge there took the form and made some entries and directly asked for money (said something in marathi which I couldn't understand). When I asked the reason he said this is how it works else the work will not be done. Finally seeing no other option I had to pay the money.
