Had to Pay for getting speed post delivered - postage paid at senders end.

Basically our company is located in the industrial area and this post man doesn't inform us that we have got a shipment nor deliver it. just kept it at the office. i was trying to track it down at the senders end and had to go to the office and when i asked for it he says you have to pay me 200 to get the parcel. the thing is that the postage has been paid by the sender. The postage got delayed and i had to go there to collect and also had to pay him else he says he would send the shipment back.
