Had to Pay Rs 2600 to change the vehicle registration to my name

I recently purchased a used car and wanted to change the RC to my name. I went to Jayanagar RTO on April 4th at 12:30 p.m with all the proper forms and the previous owner also came along with me incase the signatures didnt match so he could sign then and there.
When we walked in the RTO office Suresh came to me and asked what we need. When we told him he said since i stay in Singasandra this documents wont be valid and there is no RTO there. Since im a lady and didnt know the procedures i asked him what should be done. He said pay Rs 2600 and he will do it for me. I asked him why so much since all documents were provided.
He said if i dont give him it will take me 3 months or more to get RC and will have to keep running around etc.
Now my brother is looking for a LL and again no one is guiding him properly in Jayanagar RTO and yet again this Suresh met him and said give Rs 1700 and he will do everything. Its disgusting and we end up paying after hours of waiting in frustration and no one helping.
Please take action against these people who are robbing citizens. I later came to know with all the docs i had I needed to probably pay a total of Rs 600 for RC change.
