I am asked to pay or else property can't be registered

I have been asked to pay 20,000 in cash for "bribe" by the builder to the sub registrar for the property registration or else the property can't be registered and the officials will delay it as long as they can, even if we pressurise from higher authorities. I do not wish to pay my hard earned taxed money to go unaccounted to some guy who despite all the "demonetisation" expects to be paid cash.
Can I do something? I only have two days to sort this since I am traveling specifically for the registration and need to head back soon after that. Don't have the luxury of time to fight over it and have risk not getting done in time!
