I had to pay for registering my marriage

I got married on Feb 20th in Nagpur according to Hindu law. When I went to register my marriage they asked me for the marriage card, I presented the registrar the card and he said this is not an acceptable card as it mentioned "marriage reception" and just not "marriage". I showed him a hindi printed card but he said he wants an english one and so he asked me to get an affidavit in english of the hindi card on stamp paper. To get the stamp paper I went to corporation and there I had to bribe 300 rs to get this made and that also to a person who did not know proper english and I had to do it myself. I then went back to the registrar, he accepted and then asked me money. I gave him 150 rs which was the fee he asked me more money, I asked him why and he said it is required. Since I had to travel to US soon I had to pay him. He signed and asked me to submit the form inside the office. There a lady again asked me money stating that she is the one who types and not the registrar and so I had to pay her also.
