I paid bribe for passport verification

A month or so after applying for my wife's passport, I got call from a constable from Bhosari police station to visit for verification. He asked to get photocopy of the original documents required. Time to visit 6 to 7pm.
Once we went there we have to wait for some senior inspector to check the document and sign the verification document.
After that the constable will take all the applicants to a room and openly asks for money as fees.
That was ridiculous but if we dare to say no then forget about the passport.
