I was asked to pay even my all documents were in order and verified

I applied for my mothers passport with all required valid documents submitted and in order with all attestations done. Police offier asked us to come 11.30 PM with my mother for verification at police station. It was unfortunate that i had to pay rs. 200 he said to us it is their charge to pass the reports else will take indefinate time. I had no choice to pay in first time ever in my life and i still regret that moment today and will forever my life. Amount doesnt matter to me, it's the pain for which i paid even though i am 100% correct at my position.
