I WAS ON BIKE WITH MY MOBILE!!

Was driving my bike and talking on mobile. One traffic police officer caught me on talking mobile or said for Charges 200/- On Paper. But i was an student so only having 30 Rs in My Pocket after some time he said to pay 30 Rs to a person who was standing near by to him. Really it was my mistake talking on phone now i can understand charges should be paid as per fine.
2ND Time:
In Gujarat Police caught us in our Car and said to Pay 1500.00 but he was not saying about our mistake we were from Rajasthan Passing Car and he was aware we will settle down the matter he said many reason for charges like Our Side Glass our Paper Driving Licence (But everything was ready finally we paid 300 Rs and setteled down the matter.
Many times we had give bribe to settle down the matter as in
