I was made to pay 2000 for land survey

Requesting a survey for plot in order to construct building , i filed a petition in the municipality with the concerned officer for survey. Accepting it he made a field survey on the appointed date after which he along with his colleges charged me with extra 2000 rupees which i had to pay with out my own will and wish.
