What I needed should have been a simple enough matter - transfer of registration of my scooter from Assam where I was employed for some time to WB, my home state where I returned in 2005. all papers were present: RC, NOC, pollution certificate, insurance. But even to get the requisite information was impossible without greasing palms. Finally I ended up paying 3000 in addition to the regular charges of around 5000.
