RTO Constable: Sachin Shinde, Tilak Road chowk

I was driving my 2-wheeler from karve road and wanted to go to Laxmi road.
Just as I reached the signal at Deccan, it was closing off and the RTO constable there signalled me to take a right. I took right and was on the bridge towards Tilak Road, which I later found out was a no-entry for two wheelers. As there were other vehicles going that way and the policeman signalled me to go that route as well, I didn't think that it might have been a no-entry only for 2-wheelers.
At the next signal, I was stopped by the RTO constable Sachin Shinde for driving two-wheeler on the bridge where there was no-entry only for two wheelers.
On explaining him the situation, he said that give me 100 bucks and you go.
When I asked him to provide me with the challan, he said give me Rs. 500.
But I had overheard another RTO constable charging other person Rs. 200 for violating no-entry.
So I countered him back saying why Rs 500, he is charging Rs 200.
So he said pay Rs 200 and gave me challan (not before again trying to validate my documents - no doubt to find some more oppurtunity to harass me further but all my documents were in place)
I paid the fine asked him his name. So he told me "what are you going to do"
I told him that they are running a scam of sending ignorant people that route and then holding them for violating no-entry and trying to get bribes out from people.
On hearing this, he was angry and threatened to to hit me and throw me behind the bars.
At that point, other constable intervened and calmed him and requested me to move.
Later I checked and found that even the penalty for driving in no-entry is Rs 100. And when I checked challan, it was just mentioning section and not the violation so I am not sure what was I booked against.
There were atleast 4 other people who were stuck in this situation and that was only during one signal passing. Just imagine how many people are harrassed daily!
So much for clean and honest India! Hope the corrupt RTO gets closed soon!!
