Make bride legal for common man to get a tax rebate

I received a call on my cell on Friday evening at around 9:00 PM to come to police station for verification. I politely said its late and would come only the next day, Saturday for which the caller said to come after 10:30 AM.
Next day, at the police station, I was asked for the proof, asked to sign and a photo was taken on a tab, I was happy that things were fine and expected a change, but to my surprise, the person taking my snap said please wait and talk to his supervisor, the person sitting next to him .
This person ( supervisor ) was in discussion with another elderly person after which he asked the elder person to give him money for tea coffee. The elder person (probably he was there to get some police clearance ) paid 100 Rs (expensive tea/ coffee).
Next my turn, and this person unashamed asked me for 300 Rs, I said sorry for which he threatened to delay the passport.
I reluctantly gave 200 Rs, which I feel ashamed off. I feel so frustrated, I been so educated end, they are not even worried to ask for money, how about the people who are uneducated ? Are these policeman not paid salary ? Why do they want my hard earned money ?
