Most of Goverment offices do not issue required certificates unless they are paid certain amount......

I have build a commercial ********** residential comlex in a village panchayat near Margao City. I completed the work of the said project in September,2009. I got the completion certificate from Town & Country planning department in **********,2010 (It was delayed as we had appealed about payment of Infrastructure tax, which was calculated @ commercial tax for housing flats)
After we obtained completion certificate, the concerned Village panchayat did not issue me occupancy certifiate with in time, they were demanding 1,00,000/-as a bribe from me.As my construction was within legal frame work and I did not do any ilegal work in the project, I refused to pay any bribe, ultimately the concerned secretary was on leave and one New Secretatary took a charge for few days. I presented my case before new secretary and requested him either to issue me occupancy certificate or to reject the application.....the new secretary was honest and sincere, he studied the matter and told the sarpanch that they cannot with hold the application and kept the matter before monthly panchayat meeting and He issued me the occupancy certificate.
In Goa, most of the panchayat are harrasing people by delaying the matter. They think that they are doing a favour on others, which is not true.
In fact govermrnt should fix certain days to issue all certificates and at the time of accepting application they should make it sure that application is complete in all aspect along with all required documents, It will help public to get their things done within specific time.
