So we submitted all the documents. The lady sits inside and her peon/assistant came and said that 1000 Rs is requried otherwise madam won't sign the doc. And he said that out of 1000 Rs 500 goes to madam and rest is distributed among other admin staff.
We tried to negotiate for 500 as bribe but he refused. He said to come tomorrow or ********** be next week to collect the certificate. If we pay up we can collect it then and there. We paid up.
