No parking fake fine

Lane infront of hdfc bank dombivli east station branch. I parked my bike near the bank as i had a task of 2min in the bank.
During which towing van towed away my bike without giving a warning or a siren or indication of any kind.
When i reached rto to pay fine an officer asked me for license plate number and then a fine of rs 300 which i paid but in return he did not give a receipt.
Just for my assurance i asked him whether this is being recorded to which he felt i was worried that this will be recorded so he told me no dont worry everything is fine take your bike and leave.
That place and his colleagues were quite intimidating and i didnt want any trouble as i didnt have time for it so i left.
I intended to pay full fine and wanted to register complaint regarding the conduct of towing van but now only thing i feel is regret and helplessness.
I dont think this will ever change. The protectors of law and ethics do the most unlawful and unethical things.
And the sad thing is it is a cohesive act. Who is benefitted Public or corrupts? Who deserves that money public or corrupts?
It is a well organised unethical code of conduct
