No smooth road

A friend's uncle regularly drives a truck hauling military supplies on the Ambala-Leh route via Kullu-**********-Rohtang Pass every summer when the **********-Leh road opens. In 2009 my friend went with his uncle to see Leh. At EVERY checkpost between ********** and Leh he had to cough up various amounts for "overloading", never mind if the stuff had been loaded at the army depot. Failure to pay means to get the truck unloaded. Anybody who knows that road knows how desolate and uninhabited that high altitude desert area is. So it is better to pay. The Himachal police took less. But J&K police were the worst. Strangely, there is even one military police checkpoint (because it is a GREF road) and they also took a (comparatively) modest amount. But truckers accept all this bribe-giving as part of life. They just mumble foul abuse after paying out and out of earshot, but say "system hi aisa hai, what to do!"
