No stamp on certificate without MONEY

Past yaer i gone to the BDO (Birth And Death Office) to take my son,s birth cerificate...for two weeks i visited his office but he was not there..bu luck one day i got him in the office then i present my application copy for the certificate..he ask about my proffesion i told him that i work in a private bank as marketing officer...with the name bank officer he demanded Rs500 from me for punjabi certificate and english translated certicate for else he will not stamp on the cerficate ..after some arguments he come down to Rs 300 to handover the certificate ....I have to pay bribe...no other solution was not there....that day i gone there in my office time...i want to write down his name but above lines i m not writting his name
