No traffic policemen on duty at the impound yard

My vehicle was picked up by traffic policemen from the space opposite to Finolex Cables, Pimpri, Pune. It was taken to their yard which is behind Kaamgar Bhavan, Pimpri. The concerned officer wasn't present as he had gone out for patrolling again. There were three people in charge of vehicles there. They demanded Rs. 150, saying that Rs. 100 is for no-parking area and Rs. 50 for not producing PUC documents. I was okay with this, because I knew I was at fault. But surprisingly, they were not carrying receipt books, or even any I-cards!! I landed up in an argument saying that I'll wait for the concerned officer, pay the penalty, and get my receipt and go. I waited for more than 45 mins to 1 hr. The concerned officer didn't turn up. I was in a hurry. So, the people in charge of the vehicles started saying, "Pay us Rs. 50 and forget the receipt and other things." This was a settlement that I had to agree to, because I couldn't afford to stay and wait any longer. I was still refusing to give them the money, but they weren't letting me go. So, I had to pay up.
I think there should be at least 2 traffic policemen on duty on any impound yard - one on patrolling duty, and another at the yard to cater to people walking all the way to them through rain or scorching heat. Making people wait has become a sure-shot way for them to earn their "bribe", because everyone is in a hurry.
