NOC for hosting a party at a outdoor venue

I was not given an NOC saying get the license done through the venue vendors itself and they wont entertain me.
When I went to the venue vendors I realized that there is an bribe involved to get the NOC.
Which was then paid by the company on my behalf.
Then I had to take that NOC to the excise department where again I was told send only the company people.
The cost of day license for alcohol is 11500, but after the bribe it works out to 60,000/-
All the officials are aware about it and that is how the system runs.
