Paid bribe to be 'officially' stamped as married

Got married in Mathura, so had to get the marriage certificate from there. The office there was built by the British, and since then nothing has been upgraded by us Indians. Same facilities, millions more people to handle. Anyway, first of all the Magistrate should be sacked for asking questions like 'the girl is from Caste A and you from Caste B, how is this happening?' Then the staff who took the bribe to get the certificate done. And the so-called-certificate is nothing but a shabby piece of paper, photocopied a million times, on which someone has shabbily written by hand.
When will this change??
