Paid bribe even though I followed all the rules

I was on a trip to Goa in private vehicle from Bangalore. The driver had licence, all papers of the vehicle are there, no one is drunk, & the driver wore the seat belt. The police verified everything, and said 'Ok, give 200' (he asked Shamelessly). I was shocked, puzzled. He is shouting on us without any reason when I asked him why. This happened 3 times within Goa.
When we reached Karnataka border the police stopped again showing some notice which is telling Liquor purchased in Goa is strictly prohibited. I have only one bottle and that too with permit. On the permit it was clearly written to Bangalore. At least the person in the wine shop who is giving permit should have told this.
The police told only two things. Leave the bottles here and go or wet their hands. So I paid a bribe.
