Jayanagar RTO perhaps takes the cake when it comes to organized corruption. I approached the RTO office in June with a request for change of address. I was not given the correct information and was made to visit as many as seven times with excuses like get this document, get it in the correct format etc. Finally, I was approached by a tout who wanted me to pay something so that this process can be smooth. I paid and was able to get it done.
