Paid bribe to get my learner driving license

I had to paid Rs 300 bribe to Traffic Inspector who had to sign on the documents to apply for Learner Driving License in spite of having all the documents.
I had gone to RTO Vishrantwadi with my driving Instructor and while filling up the form and submitting documents the Inspector said something to my driving Instructor.
My driving instructor told me that because i am not having permanent residency of Pune he is demanding Rs 300 bribe otherwise he will not sign on the documents and he will tell you to get some more unnecessary documents which will cost you more.
As i was in hurry that day so with heavy heart i had to pay RS 300 bribe to get my documents accepted while applying for Learner license.
