Paid bribe for getting passport within 1 month

I do not remember the exact, But it was in the month of September.
I had to pay that bribe to police because in Lucknow it generally takes around 2-3 months for a passport to be delivered and i could not wait this long. Although their website states that the passport has to be delivered within a month, but call it their inability to keep pace with the requests,
they are not able to provide passports to people within time. Also the procedure for tatkal is such that a common man cannot apply for tatkal passport now.
