Paid bribe for Minor Passport Police Verification

I applied for my infant daughter's passport from Pune RPO. While submitting I enquired to the application receiving officer about the "Police Verification", and he confirmed that since -
1. Applicant is Minor
2. Copy of Passport of Both parents are submitted
hence there will be no Police Verification as per the Passport Act of India for the minor.
On April 30,2011 the online passport status was that Passport is granted and will be deliverd by May 06,2011. On May 06,2011 the status become "Passport was not been delivered due to unavoidable circumstances and will be delivered shortly"
On May 22, 2011 the police verification officer visited my home and gave us the notice to visit the Police station for Police verification. I asked him following -
1. As per passport act Police Verification of Minor is not required, he responded very rudely that if you don'y want to come then its up to you, also if Passport Office has sent us the documents to verify we will do the verification.
2. I asked further if he is the verification authority he confirmed affirmetively, then I requested him to do the verification here only becauese taking my 4 months old daughter to police station will be very inconvenient since she was having fever, but he said we have to come to police station along with my daughter and wife and gave us a list of documents to carry along
On May 30, 2011 we visited Police station at 9.30 AM and saw that like us there are many who are in waiting.
Around 1.30 PM we were called and produced all the documents -
1. Address proof (4 types)
a. Society Certificate that we are residing in the current address
b. Bank Passbook stating our address
c. Electricity Bill of our address
d. Property Tax of the address
2. Birth Certificate of our daughter
3. 4 passport size photographs of our daughter
4. Passport copy of mine and my spouse
5. Copy of our Marriage Certificate
He accepted all the documents and ask us to fill up a form, and get the photostate of the form. Then he gave us 2 forms which needs to be filled and signed by the 2 persons whom we gave as reference in the passport application. I asked him "he should have given these forms at the time of visit to our house but he said this is our process."
I took the forms and get it signed by the references and taken the photocopy of their identity proofs and went again to Police station (not with my family alone, as the officer insisted to come alone) to submit them.
He took the forms and said all your documentation is completed and nothing is pending from our side and asked me how much I am willing to pay, when I argued him that -
1. First this is minor passport for which police verification is not required.
2. All the documents are completed and nothing is pending
then why I should pay you, then he threatend me that if you will not pay I will send the adverse report and your daughter's passport will be held.
Then fearing this I reluctantly paid him Rs. 200/- and came back praying that everything should be fine.
This is my story which raises some basic questions -
1. Why the police verification is requested by Passport Office in case of minor?
2. Why not the police verification is done at the time of giving the notice by the police personnal at my house?
3. After all the documents were correct, even I was forced to *******
