I required a Non encumbrance certificate for applying loan to purchase a property. I was told that there are two ways- one is through an advocate and the other is on your own. I preferred the second way because I myself is a government employee of defense force. It was shocking to know that how rampant corruption is there at these offices. I was bluntly told that they do not know what the non encumbrance certificate means . However, after much persuasions, I was told to cough up Rs 500/- for just giving the Nakal of the mutation, which was settled at Rs 200/- as I was on one day leave for this work only. Now I do not know how much more bribe I would have to pay to Ambala Tehsildar for obtaining the NEC.
