This case describe how much corrupt and irresponsible any rural development, revenue and district magistrate office could be in villages and how much difficult is for a common villager to survive in any village.
Village "Banuali" in Sonbhadra district in Utter Pradesh, present Sarpanch who was also a very poor villager five year back is now RICH person in that village. Actually it is his wife who is sarpanch of 3 villages but she is just robot like our prime minister. Her husband ********** ********** handle everything. Soon he knew that whole government machinery in district is corrupt and totally involved in MANREGA corruption, e started taking autocratic decisions jiust after few months his wife was elected Sarpanch. He started embarrassing and harassing other families in village who din't vote for his wife. SO whatever wrong he does nobody speak against him.
He was right in his assumption as everyone from top to bottom in governance is only after money. "Money is only GOD" "Welfare of common man" that does not exists in our governance system today.
Sarpanch used his power and others villagers who was in favor of him and removed an irrigation pipe and blocked the passage of water completely so rainwater got accumulated surrounding of the village and my house. There was no other passage to drain this water.
When we reported above conflict to Police - they asked for bibe - we paid 5-10,000 to them. Sarpanch and his people also paid bribe to police. When we reported this case to District Magistrate office they asked bribe. We paid bribe to ADM and he released order to re-instate the previous status and start inquiring and submit report to him.
Sarpanch group paid huge bribe right from police, revenue officials and every other officials to nullify ADM order.
When we approached DM, after listening whole story DM ordered police and sarpanch to install the pipe in previous place and suggested them not to disturb peace in village.
even a week passed local police din't took any action rather they opened new cases against us. When we approved them they again asked for bribe of 15k. We bribed them just to execute order of District Magistrate.
Sarpanch bribed DM office people and he also took another order signed by DM so police did nothing other than taking bribes from both parties.
Almost one and half year of time my father spent visiting government officials and bribing them huge money either directly or via agents but no results. Fixing of irrigation pipe can be done simply by speaning 3k to 5k but my father spent almost 100K or more in just bribing whole system.
After two years of failure few advised us to go to the judiciary..fist my father agreed and spoke to an advocate to put a case in High Court Allahabad but soon he understood that even judiciary process will be just wastage of money and time and he should give up. He gave up finally.
It has been almost four years, Sarpanch in still doing whatever he likes. Irrigation passage is still blocked, water is still accumulated in village, so many malaria cases, drinking water is fully contaminated but district government is busy serving ********** Ganghi and his MANREGA team.
The entire social fabric, agri ecosystem and economy is broken in any village of Sonbhadra District. Nobody speak again village Sarpanch as he is like underword DAWN. The village panchayat and nyay panchayat which used to exist slightly in village is completely hijacked by MANREGA and VOTE Bank politics. Every one thinks that next five years will be my turn to make money.
Only one truth - "Jiski Laathi uskii Bhaish" exists today in my village. ********** **********, ********** Congress!!!!
