Paid a bribe to RTO Bhopal to get NOC for my car

I wished to transfer my car to other city for which I needed NOC from RTO Bhopal. They told me to transport the car and they will fax the papers. I transferred my car to the new city and when I called them back, the officer told me they do not have car papers for any car which was purchased more than 5 years ago. They also told me that the only way to get it done quickly was to pay the agent's fee (bribe) without which nothing can progress. I had no other option but to come back to Bhopal and pay the bribe and get the documents. After payment, the whole process was done in just 2 days. But I lost around Rs.20000/- for the flight tickets to come back to Bhopal to do this. The bottom point is that you can't do anything in Bhopal without proper contacts or such payments.
