Paid Bribe At a Sub-Register Office

Hi,
Few days back, I had to register a property at a Sub-Registrar Office.
We had an advocate for legal help and he assisted us in getting the registration done.
A day before the registration, our advocate asked us to carry 15K (Which included advocate fee). When we questioned as why it was so much, the answer came out as Sir, everything over here works with a Bribe. Without paying a bribe, you cant get your property registered.
So we had no other option, but to agree with our Advocate.
Right from the Security guy, till the sub-registrar, everyone here accepts bribe (Starts from Rs.10 to 1000s)
People openly pay bribe.
If at all any one wants to know in detail as how bribery works, Just visit any of the sub-registrar office!!!
I have no hope that this will have an end :(
