Arrived at the Sub-Registrar office, Haveli No 15, Pune at 10am in the morning and was told to contact the builders tout. He received me and we signed all the papers on the sale deed agreement. The top bosses arrived at 10.30am and then the process started. Files started mounting in front of the lady who was supposed to check the agreement value and ascertain the stamp duty and registration charges that needed to be paid. After she did that, she generally pasted a label on the sale deed and signed it with her initials. The tout was pretty influential, even though files were piled up in front of the lady long ago before we entered the room, she gracefully accepted our file and smiled at the tout. Beyond this, my file moved swiftly across all tables and the registration process was completed in less than half an hour!!! The people worked with efficiency that was not to be seen even in private companies. To date I am filled with guilt at having been part of the system that encouraged corruption, but I resolve to make sure that I go well prepared the next time and be sure not to pay a bribe.
