Parking at No parking site (no sign was present of No Pakring)

I paid bribe of Rs. 200 to a man who towed my Bike from a place which according to him was No Parking zone but I did not find any broad in 100m area of No Parking. He had my bike so I had to pay and when I asked for receipt he asked me to come after 3 days and when I went after 3 days he told all receipts are washed away in rain.
