Paying to get my used personal property

I had shipped my personal belongings from USA to Kolkata. I had to pay a bribe to the port authority customs in Kolkata to release my own , used, old belongings. Apparently this is the norm here. No bribe means no way of getting ones shipped belongings. The customs officers prey on the fact that most people have personal belongings which have sentimental values ( like family photograph) , hence willing to fork out money to get back their own belongings.
