Police Hawaldar gives the option of either go to court or pay bribe

I was stuck in dead-stop traffic on Andheri-Kurla Road on Monday evening 6th Jan. at 5.30pm. My phone rang and I picked it up. The hawaldar saw this and told me to come to side. He immediately took my license from me. I told him that he should think little logically and have some empathy with Aam Aadmi who is stuck in dead traffic and the car is not even moving. So it should be ok to pick up the urgent phone. On this he got angry and told me that you have to go court now. His name was Hiralal Dharma Tadvi, billa no. 11297.
Next day I went to Andheri ( Airport) Police Station. After waiting in queue for more than 1 hr ( the hawaldar there keeps going out of the station to negotiate with people and take bribe outside the station) the guy there told me the same thing i.e. either go to court or pay Rs. 1000. I told him that I am a working salaried guy who doesn't have time to go through rounds of courts but these people have fat skin and didn't budge. In the end I had to pay a bribe of Rs. 500 to get my license and too without challan when the actual fine is just Rs.100 for using mobile while driving.

Another interesting point besides this is that there is NO legal parking area around Andheri Airport Police Chowky. How does traffic police comes there and expects people to park is beyond me.

The bottomline is that the cops give you dhamki for going to court especially when they see simple middle class people to get the bribe. Nothing ever happens to people who have political party flag on their number plate or have number plate in non-english ( both are illegal).
Yet in the end it is the Aam Aadmi who get harassed by traffic cops.
