Police inspector asked thousand rupees for passport verification

After getting my passport, i got a call from whitefield police station that u need to come to passport office for police verification and i duly appeared there. The inspector there asked for some supporting documents for address proof, but to my dismay whatever i produced he declined to accept. Following were his reponses against the proofs
Rent agreement - not acceptable
Declaration from company i was working for - not acceptable
Fixed phone Bill - There must be two bills separated by one
year duration.
Bank Account Statement - That time i was not having for that

So i asked him what to do. He said i am left with no option and it will be rejected. To this i said.. there must be some way .. you can visit my place and ask the neighbors there.. i am staying since years. He asked my come again.. and i was staying quite far.. three times he called me.
Then my sixth sense sensed i spoke to him.. WHAT DO U WANT..
he said finally i don't want anything OTHER iPEPOLE'S PALM MUST BE GREASED.. i said who are those others to this he said the people who report to the passport office. He was trying to give impression that it is not the, who is asking money but some others... and he asked for thousand rupees. Already he successfully created such situations that i was left with no option other than paying the bribe.. and i paid the bribe first time in my life.
