Police official takes a bribe of 200 Rs for police verification

To save myself from hassles for a new passport application, I went through an authorized agent for my new passport application. The agent charged 400 Rs. which is fine for the work he does. Than for police verification at a local police station, the police official just for verifying the documents, charged 200 Rs. This should be a free service still there is a norm (chai-paani) for these officials to charge such fees from all the applicants.
