Police refused to let me pay the fine for traffic voilation

I'd just got my first driving license a few days previously when I drove the wrong way up a one way street, it was dark, I didn't see the one way sign. There was a policeman waiting at the end (I'm sure its a regular offense zone). He told me you have to pay 100 rupees because you have committed a traffic offense. I said OK, not a problem, my mistake. Please let me have a receipt for the same. He said no, receipts are not given for this and threatened to take my license. I didn't know the system back then (I was a new driver) so I didn't know that all I'd have to do would be to go to the local police station, pay the fine, and get my license back. Instead I panicked! A friend in the car with me shoved 50 rupees at me, told me to give it to the policeman and to drive off. Which I did. Not cool I know, I have no desire to feed the bribe system, I'd rather the inconvenience of retrieving my license next time.
