Police verification for passport

I had applied for reissue of passport with Pune PSK on 2- 08-2013 and need police pre-verification to get my passport. Until october 3rd I visited the local police station 5 times but I was repeatedly told that my paper has not yet been received by them. Finally on October 3rd police verification was done at my residence and I was given a list of documents that I had to submit at police station. After submitting it on october 9th I visited the police station 7 times until october 16th and I was asked to pay "chaai-paani" to get the papers move ahead. Once I paid 300Rs I was assured that I need not visit police station anymore and that my paper would be forwarded to PSK.
