Property Tax - is it for Govt or for Govt. Babus?

They came & took wrong measurements of my house and levied unbelievable property tax. Which my mother-in-law could not digest. When she approached them for correcting the same, they keep on saying come tomorrow. After repeated visits, he said, if u can pay Rs.3000/-, I will correct it. After negotiations he agreed for Rs.2500/-.
