Pune Traffic Police — Bribe, harassment

A traffic person locked my car when i parked my car outside station on platform number 6 side. I parked the car for a quick drop so that i can help my parents board the train. When i came back i found my car locked with 'police' and a phone number '7040545302' written on it. When i called the guy he said me to wait near the car and he came back after 30 minutes with a towing vehicle. I said as there were a lot of cars parked here and all these are beyond the white line so off the road and not affecting the traffic hence i parked here. However i accept my mistake and should have parked at the station parking lot so please let me know the legal fine amount with the violation charges. He first checked all my documents like license, insurance, registration and found everything ok and then to my shock he said you have to give rs 2200. When i protested that this is too much of amount, he said i can settle you down for rs 2000 without challan. I said i'll give you rs 2200, the legal fine and you make me the receipt. On hearing this he got agitated and i won't give you the receipt here and will tow your car to the rto there i'll make sure you will go through the worse time and the fine will be much more than rs 2200, he literally ordered the towing vehicle to come to the car and then he placed the hook for towing right in front of me. It was a clear indication that he won't settle for anything else than bribe. I wasn't feeling good that day and was having fever also had my old grand father with me and was in no condition to go through all this. I negotiated the bribe from 2000, to rs 1000 and give him the money so that i can go to home finally. With people like those even when we wan't to pay the fine legal ways they make sure we are not allowed to. This is the reason india will always remain a place where people will feel threatened instead of protected when we see an official. Request you to please take action against that person and let me know the legitimate fine amount which i can pay if at all that was a violation and recover that Rs1000 bribe from him and I'll happily donate it to a needy beggar near the same station.
