Ration card printing charge !!

While collecting my ration card, the computer operator in Rajajinagar [West Range] Food and Civil supplies office collected 20 Rupees. I asked for receipt, he told he don't have any receipt and this is card printing charge. He only printed the card but did not laminate it, as his officer told him not to laminate. I know its not big amount but its a bribe for sure....
