Registrar Office people requested 16000 INR for site registration

My cousin had booked 2 sites in bangalore rural near anekal. He has came from overseas and was not able to stay for more than 2 days. The builders lawyers suggested to pay 16000, else they told if for any anomaly in the submission form he has to come back again and again. Unable to have an answer for this he agreed to give a bribe and I had to change hands of this money to the builders lawyer and she paid in front of me to the clerks. Its very open the cash are taken by the same person who takez the camera pictures and others sitting near by him. There is nothing hidden or discreet. There was more than 10 transactions in one hour and he was collecting money from each of them.
