Rs.100/- for Filing of a Report

I lost my mobile on the night of 15-6-11. So, to get a Duplicate SIM from BSNL, they require original FIR report from Police.
To get the FIR report, despite being totally harassed searching for my phone, I had to pay Rs.100/-, wait for 2 hrs, and plea continuously to get the report.
