RTO clerk asking for 100 from everyone to sign B extract

In Koramangala RTO, saw an officer who sits in room-6 asking for 100 from everyone who comes to get his signature for the vehicle B extract.

There is a person who will give you a printout once you show the INR 10 receipt, but will guide you to this officer to get the signature and the stamp.

His signature looks like a horizontal 8 covered by a circle.

Initially i thought its normal charge for which i would get a receipt, but he informed me that it is for him and everyone pays for it or he doesn't sign.
