RTO taking bribe through agents

I wanted to travel to out of India and went to RTO to apply for international driving permit (IDP). There was huge crowd there and all the agents started following me. When I inquired at official windows, the officers started sending me from one window to the other. They started asking me for various documents. After spending lot of time, I got hold of one agent and he assured me to get me IDP in a day without any trouble. He himself said that officers collect money from them later and they have all the 'settings'. He himself came with me to the officer who was supposed to sign on IDP. After showing his face to the officer he left the office and my task was done in no time! He took Rs 500 extra for this! I know that I did a mistake by taking this way, but honestly speaking, if you try to follow legal procedure, you will end up in visiting RTO several times. RTO is one of the most corrupted department in India. Why do we need agent stalls inside RTO campus?
