Taking advantage of situation

I happened to be at RTO pune, to get my Licence renewed. I was following up the matter for almost 15 days and had no more time further as i was to join my job and be out of the city for quite some time. initially i was told to apply again for fresh learner's licence and wait fot my turn for the test. I produced my previous licence in original, which had expired about 4 months prior. when i talked to the agent that i need the licence badly based on the original, and i had no time, he bluntly asked me to pay amount of 3000 plus his commission 1000. finally he agreed to get the work done in 3000. It was really surprising that my papers were accepted at about 2 pm and i got a call from the person at 4.15 to collect my licence and that it was ready.
It pinched me paying off like this but had no alternative other than to accept this as I would have lost my job without this. It made me think also, how many bogus licences are being issued like this, without the person even knowing how to drive. there was a group of agents operating inside the campus. most of the govt officers have nexus with these goods, and they see their day off with a booty in their pockets almost all the days. In my case they would have taken up the matter earlier on "TATKAL" scheme like in railways, by additional fees levied and speeden up the matter as I had the original licence previously issued. thus govt would have earned additional revenue. but i am sorry to say, from top to bottom system is tailored such that without bribery harldy work is done. that too if you have some hold to push your case. otherwise a common man is left with no alternative other than to pay what is being asked.
