Taking complaint police ask me 100/-

I lost my bag, with PAN card, 3500 hard cash and all my documents with me. I went to the Madiwala police station and asked one policemen to take down a complaint. He asked me straight away 100/ rupees, other wise I would not get what I want. So I did a stupid thing and paid him.
