Talking on cellphone while driving

I just returned to India from the US after 2 years. I was not aware that talking on the cellphone while driving was an offense.
I was stopped by the traffic constable and told that the Fine was 600 and the license would be suspended for 6 months. I was asked to pay up to close the matter.
