To get Marriage Certificate paid Bribe

I wanted to get marriage certificate for this i visited Jayanagar Sub-Register Office, Bangalore. Even though i furnished all documents & paid government fee of Rs.120 ( I didn't get bill for this amount but I saw they printed ) they asked another Rs. 250 as bribe to get certificate.
