Undue fine for parking violation

I had stopped at MG Road for lunch with a friend and when we returned our bike was not there. A person sitting near the parking area called us when he saw that we were confused and searching for our vehicle. He told us that the RTO ppl had taken our vehicle, where they took it, how to reach there. and in the end he also told us to go there and pay few bucks to the person standing outside the office and get our vehicle rather than going into the office and "looking for trouble". Anyhow, when we reached outside the office, there were these two guys dressed casually and a lot of others pleading to them for getting their vehicles. We also approached one of them. He said that our vehicle, even though parked in a free parking space, was parked on a zebra-crossing. and apparently there's a fine for that equivalent to 1100 rupees. He also showed us a small piece of paper with something written in marathi and Rs. 1100 written beside it. Being a non-Marathi, i had no idea what was written. When i said that i'm not carrying that much cash he directed me to the nearest atm and asked me to get the requisite fine or simply pay 600 and leave.
I tried negotiating with him but may be because i was with a girl or he was in a bad mood, he was very adamant. Finally we gave him 500 bucks and left.
During the negotiation, he was constantly trying to get hold of the vehicle keys in my hand and was asking me to leave the vehicle and get it from the court.
Being unaware of the rules and not wanting to get into any court hassles, i ended up paying the bribe........
