Victim Paid Money for an FIR and left the chowky without an FIR even after payment

We were involved is a crash at a signal post involving 3 cars, the 3rd car being at fault. When we approached the Police firstly they for themselves are not sure which jurisdiction does the accident site fall into (what a shame).
Secondly the police guys fail to lodge an FIR even after repeated requests.
Our request was only to lodge and FIR and give it to us so that we can get the 3rd party paper work done easily. Based on their version they said there is no way of lodging an FIR and leaving the person at fault. They were of the opinion that the person at fault will be arrested and charged under few xyz sections if we end up writing an FIR on any official document and i.e. if the 1st and 2nd car owners don't intend to put the guy at fault(3rd Car guy) into trouble.
After an hour and half of interaction Rs.3000/- was demanded to close the matter and finally we ended up leaving the station after paying Rs.1500/-.
NOTE:- We had to leave without any official FIR document written up. We could not proceed with the 3rd party insurance processing without this particular document.

Its a shame because the Police personnel's had the confidence to handle the case in such a way and demand for that money even if we were 6 individuals present in the Station trying to lodge an FIR. The guy at fault had to pay it off with the fear of being in further trouble.
